Cargo Securement: Avoiding a Ticket for an Unsecured Load
Any cargo transported by a heavy vehicle must be secured so that it does not shift, fall or come loose. In Quebec, cargo securement rules follow the National Safety Code for carriers.
What the Standard Requires
- Securement devices (straps, chains, tensioners) in good condition;
- A minimum number of devices based on the length and weight of the cargo;
- A sufficient working load limit for the weight being transported;
- Specific rules for certain types of cargo: lumber, metal coils, vehicles, containers, etc.
Common Offences
Unsecured or improperly secured load, insufficient number of straps, worn or cut straps, loss of cargo on the road. These offences often target both the driver and the operator, and are recorded on the PEVL file.
Contesting a Ticket
The inspector’s measurements, the photos, the type of cargo and the specific rule applied must all be verified. A rule that was incorrectly applied to a type of load may justify a contestation.
